Ellie Busick has been a consultant to Edlow International since
October 1998. She is a nationally recognized expert in the international
uranium and uranium enrichment markets. She has been advising
clients on the U.S.-Russia Highly Enriched Uranium (HEU) Agreement
under which Russia converts HEU from dismantled weapons into low
enriched uranium which is then sold for use in power reactors
in the U.S. and other hard currency markets. She has also advised
on the uranium suspension agreements concluded by the U.S. Department
of Commerce with several states of the former Soviet Union as
a result of an antidumping lawsuit brought against the USSR in
1991.
Ms. Busick gained experience in nuclear fuel cycle and other nuclear
economics issues, and on implementation of virtually every aspect
of the U.S. Atomic Energy Act, through her job as Deputy Director
of the Office of Nuclear Energy Affairs, U.S. State Department
from which she retired in 1998. During her 21-year career at State,
she was the Departments top expert on nuclear economics issues.
In addition to working on the U.S.-Russia HEU Agreement since
1991, and on every uranium issue that came up, she worked on nuclear
export loans through the Export-Import Bank, and played a key
role in the initiation of the European Bank for Reconstruction
and Developments involvement in nuclear safety projects in Eastern
Europe and the former USSR.
Ms. Busick handled numerous nuclear export cases and was the chief
liaison officer with the Department of Energy (DOE) on the foreign
research reactor spent fuel program under which DOE has been importing
U.S.-origin research reactor spent fuel for final disposition
in the United States in return for commitments by foreign research
reactor operators to switch their reactors from highly enriched
uranium fuels to low enriched uranium. She was also the key State
Department official dealing with medical isotope markets. Ms.
Busick represented the U.S. Government at numerous conferences
sponsored by the International Atomic Energy Agency and the Nuclear
Energy Agency of the OECD.
Prior to her career at the Department of State, Ms. Busick was
a member of the senior staff of the Brookings Institution (1971-77),
where she was engaged in research projects on domestic and international
energy policy matters (primarily oil and nuclear energy). She
co-authored two Brookings books in this area, and published extensively
in journals. She was a panelist at a symposium on energy and environmental
issues at the Mount Fuji Conference Center in 1978 and at the
Rockefeller Foundations Bellagio Conference Center in 1977.
